Sudan Opposition Signs Partial Agreement With Junta

A "framework agreement" between the Sudanese military and the Forces for Freedom and Change-Central Council (FFC-CC) and other civilian groups was signed on December 5, 2022. The Trilateral Mechanism spoke with hold-out rebel movements in Juba in the hope of involving them in the agreement.

FFC-CC had previously handed copies of the draft agreement to a large number of political parties and groups, including the resistance committees, and gave them a period of time to submit their observations.

The deal - based on a proposal by the Sudanese Bar Association - was negotiated in the presence of officials from the United Nations, Norway, Saudi Arabia and the United Arab Emirates, according to the FFC. The signing was attended by UN special representative Volker Perthes and AU ambassador Mohamed Belaish.

The deal will initially create a new, two-year civilian transitional authority led by a prime minister chosen by the coalition of civilian leaders signing up to the agreement. A second phase would see public consultations over transitional justice, military and security reform and the agreement two years ago over demilitarizing the restive Darfur region.
