'Somalia's Constitutional Reform Will Put Children At Risk'

Both houses of Parliament are expected to vote on proposed amendments to the counrtry's Constitution which would reduce the age of maturity, thus increasing the risk of child marriage and lowering juvenile justice standards, Human Rights Watch has warned. Under the current law, a child is defined as a person below the age of 18. The proposed amendment states that the term child "refers to a person under the age of 15... while the age of responsibility is 18 years".
