N6.2 billion for registration of SIM data? Wow!
I alone could build a database like that for as little as N10 million, and have the sytem configured to syncronize with any other system via XML, JSON, or some sort of API.
Then setup the servers using open source solutions such as Linux (LAMP). That way, you have a robust, highly secure server platform, while at the same time eliminating all software licensing costs.
There is no need to have two systems be compatible before they can share data. Just have the two disparate systems share data through some data-interchange format.
We have Nigerians abroad with all kinds of deep knowledge. But Nigeria never seeks out these people. Rather, we waste billions awarding contracts to foreign companies, who end up delivering half-baked products.
