A New Cold War in Africa?

The U.S. has unveiled a U.S.$60 billion investment agency seeking to invest in low and middle-income countries with a special focus on Africa. This comes six months after the U.S. National Security Advisor John Bolton presented the Trump administration's "New Africa Strategy" which notes a major concern: China and Russia "deliberately and aggressively targeting their investments in the region to gain a competitive advantage over the United States".
