Why Displaced Sudanese Are Not Returning To Khartoum

The fighting between the Sudanese Armed Forces and the paramilitary Rapid Support Forces may have subsided in Khartoum after the army retook the city in March, but there is still no sign of an imminent return of the civilian population.

"Khartoum is a city still in ruins and urgently needs significant funding to restore electricity and operate water stations," one resident said, noting that people should not be expected leave displacement sites where there are "minimal electricity, water, hospital, and school services" for the capital that largely remains in darkeness.

Encouraging Khartoum residents to return is now a priority for the military government as it aims to increase revenue.
