More than a week after President Paul Kagame's inauguration, consultations within the ruling party ranks and between the president and the sitting premier continue, but only the head of state is privy to the details of who makes the new government. The constitution gives the president 15 days to appoint a prime minister who then has 15 days to announce a new cabinet.
