Trouble Brews in South Sudan Over Governor's Appointment

The two main signatories of the transitional government are trading blame over the delay in the formation of regional governments and the national assembly. President Salva Kiir has refused to formally nominate Riek Machar's nominee Johnson Olony as governor of Upper Nile State, whom Kiir considers a "warmonger" and unsuitable for the power-sharing arrangement. He wants Machar, the first vice-president and the leader of the Sudan People's Liberation Movement in Opposition (SPLM-IO), to provide a written undertaking, that he would be responsible should General Olony break the truce. SPLM-IO has now threatened not to submit the names of its nominees for local government and other positions if Olony is not appointed, which could further delay the implementation of the governance chapter of the September 2018 peace agreement. Olony has a huge following among the Shilluk - who later joined Machar's movement, after the war broke out in 2013.
