Nothing Personal - Is Five an Unlucky Number for Rwandan Mayors?

Within the past week alone, Gicumbi, Bugesera and Nyagatare mayors and deputy mayors have quit office, following their counterparts in Rusizi and Nyabihu, Ruhango, Kamonyi, Nyamagabe and Rubavu. Almost all of them have cited "personal reasons" for their decision.
